CSC SERVICES

It is the intent of the Lanterman Legislation (Welfare & Inst. Code 4500 et seq.) that regional centers assist persons with developmental disabilities and their families in securing those services and supports which maximize opportunities and choices in living, working, learning and recreating in the community.

RESPITE CARE

We will work with you to create a personalized plan to help you achieve your needs. We understand each client does not need the exact type of care, but we do promise that we provide the best care we can. We travel to our clients location and provide the Respite Care Needed. We can also combine our Respite care to incorporate our Social Recreational Program, and or Community Integration Program. Through our Respite Care program we can help foster the livelihood of being out in the community.

SOCIAL RECREATION

Social and recreational activities play an important role in the lives of all people, including children and adults with developmental disabilities. These activities enable the development of social skills and personal relationships that foster a sense of community and provide enjoyment to daily life. We offer Assisted Golf sessions at various locations throughout the community. We also offer Assisted Swimming sessions at local Swimming centers throughout OC. You have choice to choose any facility local to our area. We are here to personally assist our client so that they may feel included in community activities. We understand each client will have specific needs to be met and that is our job to help our client meet these needs and still be a part of our community. Please note: CSC Services offers personal assistance to our clients to activities of their choice. We know and understand current Approved Vendors do not offer any assistance to those who need more help, leaving you no options for a recreational activity. We are here for you. We can tailor an activity and assistance will be included. No one, regardless of their ability, should be left out of Social Recreational Activities. We have established good relationships with local community centers who allow us to accompany our clients to these Community and Social Recreational Events. Be Active!

COMMUNITY INTEGRATION

A great way to begin making friends is to be part of a group that shares your interests. Using this activity, we can help find enjoyable activities through exploring places in the community. Together, we can enjoy adventure within our community at our clients pace and choice. There are quiet community events and there are more festive ones. We listen to our clients needs and desires and adhere to them so that our clients can remain safe and calm at any community event. We are here to help you reach your goals outside your home and in the community. We hope to work with our clients so that they may get the best results from our Community Integration Service.

Home and Community-Based Services (HCBS) were developed to offer support to individuals in community settings, as an alternative to institutional care. In 2014, new federal rules were released by the Centers for Medicare & Medicaid Services (CMS), requiring homes and programs where HCBS are delivered to meet new criteria. The Department and its partners are working to implement the requirements for home and community-based settings in accordance with this Final Rule.

Everyone who receives, or provides, HCBS services may be affected by the CMS Final Rule. Activities are happening now to help California meet these new requirements.

CMS issued guidance to states on July 14, 2020, indicating that the transition period for ensuring compliance with the HCBS Final Rule has been extended one year to March 17, 2023, in response to the COVID-19 pandemic. What are Home & Community-Based Services (HCBS)?

HCBS are long-term services & supports provided in home and community-based settings, as recognized under the federal Medicaid (Medi-Cal) Program. These services can be a combination of standard medical services and non-medical services. Standard services can include, but are not limited to, case management (i.e. supports and service coordination), homemaker, home health aide, personal care, adult day health services, habilitation (both day and residential), and respite care. States can also propose “other” types of services that may assist in diverting and/or transitioning individuals from institutional settings into their homes and community.

The Goal of the HCBS Settings Rule:
The HCBS Settings Rule was created to ensure that every person receiving
Medicaid-funded HCBS has full access to the benefits of community living. It protects individuals’ autonomy to make choices and to control the decisions in their lives, which most people take for granted. This includes controlling personal resources; being treated with privacy, dignity, respect, and freedom from coercion and restraint; deciding what and when to eat; having visitors;
being able to lock doors; and having the protections of a lease or other legally enforceable agreement. The rule requires a person-centered process for receipt of HCBS, which
means that the individuals receiving services direct the planning process and
the plan reflects their own preferences and goals they have set for themselves. The rule is critical to CMS’ broader efforts to expand availability and improve the quality of Medicaid-funded HCBS.

Many of our clients are Diagnosed with Intellectual Disabilities. We understand your frustration. Many currently Approved Vendors, along with the Final HCBS Rule, do not modify their efforts to accommodate those with Intellectual Disabilities. We understand those diagnosed with Intellectual Disabilities do not have the mental capacity to perform such tasks independently. We will work together with the clients team, including medical team, and decide what is best for our client. We have a team of volunteers who will help coordinate communication with every member of our clients team. Rest assured, we will help our client be a part of our community!
